Terms and conditions for Ísland.is

Digital Iceland, under the authority of the Ministry of Finance and Economic Affairs, is responsible for the operation and development of Iceland.is, an electronic information and service provider for public sector bodies in Iceland. All projects of Digital Iceland are carried out in cooperation with the state, municipalities, their institutions and other public entities (‘public entities').

On the website of Iceland.is, people and companies (‘users') can get information from and access the services of public bodies. Depending on where the information is available, information may be published directly on Iceland.is or the user may be transferred to the website of the appropriate public body.

The Iceland.is internal website, an access-controlled area, entitled "My pages", provides access to specific public sector information, receives data and in some cases applies for services. My pages are available on the website Iceland.is and on the Iceland.is app.

These conditions apply to access to and use of Iceland.is

Information on Iceland.is is provided by the public bodies under whose authority the information in question is provided, and attempts are made to ensure its reliability as far as possible, for example through the operation of public sector institutional websites in Iceland.is and agreements with institutions on updating their own content. Information on Iceland.is, references and links to material outside of Iceland.is may change without notice.

Digital Iceland is responsible for the operation and development of Iceland.is and is responsible for the content published, except for that published on institutional websites or under the care of public bodies. Digital Iceland services consist of assisting public entities in providing information to users, not in legal advice, review of or approval of information that public entities choose to publish on Iceland.is.

Digital Iceland cannot always foresee technical or other problems that may cause information to be unable to be retrieved, or that service interruption will occur in another way. Digital Iceland tries to ensure reliability as far as possible, but is not responsible for the correct display, storage or transmission of communications, settings or data to Iceland users.

Digital Iceland is not liable for any inconvenience or damage caused directly or indirectly by a failure in the computer equipment and/or software of Digital Iceland or a user or by other causes that may cause the information to be incorrect or the user not to connect to the service. Digital Iceland is not responsible for any inconvenience or damage that may be caused directly or indirectly by a defect or malfunction in the terminal equipment, connection to the World Wide Web, the software necessary for connection to the Digital Iceland website, a user's browser or operating system, or the digital Iceland computer system. Digital Iceland shall not be liable for damage caused to the

  1. is caused by ignorance, misunderstanding or abuse of the user

  2. it may be attributed to wrong actions by a user or other party

  3. may be the result, directly or indirectly, of information accessible on the websites of Iceland.is, nor of damage caused to it.

  4. arising from outside incidents such as breakdowns, incorrect external information etc., or damages considered as falling under force majeure

My pages

All natural and legal persons who have been issued or registered with an identification number have access to My pages.

Users identify themselves on My pages by using electronic identification through the Iceland login and agency system. Users can choose from three ways to identify themselves on My pages.

  1. With electronic identification on the telephone.

  2. With an electronic card identification

  3. With a smart app's electronic identification (the ID app)

After new registration in Iceland.is, the app allows the user to identify themselves with personalised security features, e.g. PIN, fingerprint scanning or by other means in accordance with the security requirements of Digital Iceland at any given time.

The user is required to take necessary precautions to ensure the personalised security features he/she uses to identify himself/herself on My pages. The user is responsible for the secure storage of all security features and for ensuring that access information is not passed on to unauthorised parties or accessible to others. User is responsible for all actions that they perform following log-on to My pages.

My pages contain access to documents, both in written and other form, that are created during the handling of a case by public bodies, such as notifications, decisions, rulings, decisions and other statements. The data may include both general and sensitive personal information of individuals including financial, educational, real estate, applications, vehicles, licences and other licences of users. All data is stored by the public entity that creates the data, but the data is accessible on My pages.

The information received on My pages could contain confidential and/or private information and is only intended for the addressed party. If the data has been received by the wrong recipient, the party must maintain strict confidentiality, notify the sender of the error and destroy the transmission as required under paragraph 4 of Article 88 of the Telecommunications Act, No. 70/2022. The mail may not be read, recorded, copied or used in any way and the party in question must immediately inform the sender of the data that he/she has received the information wrongly. The obligation of confidentiality also applies to information sent or delivered to the wrong recipient through other means.

The Data Protection Authority

The underlying terms of this Agreement contain detailed information on the division of responsibilities, security issues and the treatment of personal data by Digital Iceland in connection with Iceland. Digital Iceland reserves the right to update the privacy policy and is always the current version available at any time on the website island.is.

A discussion on the origin of personal data that official bodies communicate in Iceland.is can be found in the data protection policy of the public body in question.

Access

Guardians of children have access to My pages for their children under the age of 18, subject to the condition that laws or regulations may restrict access by guardians, such as to health information of young people who have reached the age of 16. Information on custody links is retrieved from the National Registry. If guardians of children do not have access to My Pages with their children, they shall contact the National Registry directly.

Representatives of legal entities have access to My pages on behalf of legal entities. Information on representatives of legal entities is retrieved from the Corporate Register of the Tax. If representatives of legal entities do not have access to My pages of legal entities, they shall contact the Tax Registry directly.

A party entrusted by law with the protection of the interests of an individual or a legal entity has access to My pages of the party in question. If a user does not have access to My pages from a natural or legal person with whom he or she is entrusted to safeguard interests, he or she shall contact the authority under the authority in question directly.

A user can create a third-party account, account holder, to manage or view data in My pages. A user may restrict the rights of the access holder to certain authorisations or a certain category of information. The user is responsible for the actions performed by the account holder based on the access. The user can always revoke or disable the account. Access created by a user for a third party may last for a maximum of 90 days.

Askur

Communications with Ask, the digital Icelandic online chat are intended only for general requests and assistance to users. Communication with Ask is either based on an automated reply or via an online chat with a service representative.

Users cannot begin formal administrative communications with the request or request information on the status of an administrative matter. Ask users are advised never to send sensitive information in an open internet chat. Communications with Ask, which are not handled by automated internet chat, are registered in the Digital Iceland service system where the communication is delivered to the party responsible for the relevant issue. A user can request to be moved between public entities that have set up Ask.

All automated chats with Ask are saved for 30 days. All communications between the user and a service representative in a public entity in an online chat are saved for 90 days from the end of the message. The communication is stored in the database of the public entity where the online chat ended. The communication is saved for the purpose of ensuring communication traceability, query processing and improving the automated answers of online chats.

The terms of this provision regarding online chat in Iceland.is apply only to Ask. Digital Iceland is not involved in the operation of internet chats other than Ask. Other online chats that appear on the websites of Icelandic institutions are the sole responsibility of the appropriate public body.
